Didn't get my full order

I ordered clothes & 2 pair of shoes. The clothes came and not the shoes. They keep telling my shoes were included in the order. I keep telling them they were not . I even sent them a picture of the box at my front door when it was delivered and you can clearly see there was no way 2 pair of shoes were included in that one box with my clothes. They want me to file a police report saying they were stolen. Which makes no sense. They weren't stolen. They made a mistake and didn't send them. All they have to do is send them to me or refund me. But they won't !! I really Iike their clothes and shoes but the lack of customer service and lack of care that I don't get what I paid for will turn me away going forward
